A layout is roads and plots. A neighbourhood is what happens after people move in, and that is planned too.

The temple and community hall are sited at the planning stage, because Diwali, Holi and weddings are what actually make a colony feel like one.

A fenced, equipped play area overlooked by the surrounding plots, so parents can see it from the gate.
